The insensitivity and ineptness of the authorities proved costly for a Santa Cruz resident, who was taken by surprise by a new, unmarked speed breaker in a dimly-lit stretch of S V Road and fractured his left arm after being thrown off his motorbike on Monday night. He was lucky not to have been run over and has had to undergo multiple surgeries to implant a steel rod in his arm to fix the broken bones.
